Illegal law officer’s post haunts GIDC

Inquiry initiated into the illegal appointment and regularisation of Mandar Shirodkar

PANJIM: The illegal appointment of Mandar Shirodkar as a law officer has come to haunt the Goa Industrial Development Corporation (GIDC) as an inquiry has been initiated into this illegal appointment and regularisation of the law officer.

In March 2003, the GIDC created the post of a law officer on consolidated remuneration of Rs 10,000 per month and two years later all the posts were terminated. However again on May 13, 2005, A V Palekar, the then Managing Director of GIDC stated that no contract appointment was made by the Corporation. 

In 2007, the GIDC Board passed a resolution regularising the post of a law officer, either on regular basis or on extension in service on contract basis, in a bid to retain the officer. 

Subsequently a proforma was filled to create a new post while another note was moved for omission of promotional avenue so as to ensure that the deputy general manager was not promoted as general manager. 

On the eve of Christmas in 2008, Shirodkar joined as law officer in the GIDC.

Social activist Swati Kerkar and William Borges had filed separate complaints against the illegal appointment of Shirodkar as law officer in the GIDC. Borges also filed another complaint against Shirodkar for not surrendering his sanad/licence in order to pursue alternate employment.

PORVORIM: Highlighting the  illegal appointment and regularisation of Mandar Shirodkar as law officer in the GIDC in the Goa Legislative Assembly last week, Fatorda MLA Vijai Sardesai  provided all the details as to how the illegal appointment was made by the corporation.

Sardesai asked, “How can you employ people illegally when there is so much of unemployment and legal people are waiting to be employed?.

He said, “There are some BJP karyakartas (workers) who are law officers, and they have acquired the posts through a method which is called by hook or by crook. It’s a nice way of acquiring posts to stay afloat in GIDC. You may stay afloat, but GIDC sinks.”

Vijai demanded an inquiry into this illegal appointment.

Later, Industries Minister Mauvin Godinho assured him that the government will investigate and take appropriate action.
