PANJIM: The Town and Country Planning (TCP) Department on Monday rolled out the online Building Plan Approval Management System (BPAMS) for the residential single dwelling units in the first phase. 

The facility will also continue through offline mode for a period of three months, after which it will go complete online, covering commercial and industrial units as well. 

The BPAMS is an automated end-to-end process design to cover registration of professionals and architects, submission of building plan, plan scrutiny report, site inspection, technical clearance and completion certificate, online payment and provision to track status of the application. 

The facility, which was notified on July 30, was launched on Monday by Chief Minister Dr Pramod Sawant, in presence of the Deputy Chief Minister and TCP Minister Chandrakant Kavlekar. 

Speaking at the launch, Sawant said TCP was lacking in ease of doing business all this while. 

“But I am happy that under the leadership of Chandrakant Kavlekar, the department is moving forward,” he said in an indirect attack on former TCP Minister Vijai Sardesai. 

Sawant said the initiative is aimed towards the goal of attaining faster and hassle-free clearances for land development and building construction approval in a transparent manner. 

“The facility will ensure transparency and give a major boost to the industrial sector in the long run,” he said. 

Chennai based M/s Vinzas Solutions India Pvt Ltd has developed the system. 

Deputy Chief Minister Chandrakant Kavlekar said the building plan approval has been a lengthy and tedious process and to simplify the same, the facility has been introduced. 

“It is also time consuming,” he said adding that instead of visiting the TCP office to submit the plans and get them approved, all that a person will have to do it online now. 

“In the first phase, we are launching the facility only for residential single dwelling units. Subsequently, the movement of commercial and industrial plans will be introduced,” Kavlekar said. 

He said for an initial period of three months, the department intends to run a parallel system with the manual submission process along with the online mode to stabilise the teething issues encountered at the initial stage. 

The BPAMS application will be integrated with all the relevant stakeholders for issuance of construction licence occupancy certificate and applicable NOCs with the village panchayats, municipalities, Directorate of Fire and Emergency, Forest Department , Department of Agriculture, PWD, Goa State Pollution Control Board, Goa State Coastal Zone Management Authority, Civil Aviation, amongst others.
