PANJIM: The Village Panchayat of Pomburpa-Olaulim has revoked the stop work order dated August 30, 2023 issued to one Tarun Tahilani for alleged unauthorised construction.

This decision was taken unanimously by the panchayat body pursuant to the communications received from the Deputy Town Planner, Office of the Senior Town Planner, Town and Country Planning (TCP) Department, Mapusa, stating that the officials of TCP Department had carried out site inspection of the site under survey number 292/1-L-7 of Village Salvador-do-Mundo, Bardez.

Tahilani had applied and was granted all the permissions and licences such as technical sanction by the office of the senior town planner, NOC from the DHS, conversion sanad by North Goa Additional Collector and construction licence by the  Village Panchayat of Pomburpa-Olaulim. The Deputy Conservator of Forests, North Goa Division, Ponda, had also granted permission to fell trees.

Tahilani had assailed the stop work order before the Additional Director of Panchayats, North Goa under Section 178 of the Goa Panchayat Raj, 1994.

At its meeting held on November 13, upon consideration of the totality of facts, licences and permissions issued to Tahilani, the village panchayat found that there was no “unauthorised construction” work undertaken by him at Salvador-do-Mundo and unanimously resolved to revoke the stop work order issued to Tahilani.

Tahilani said that as a law abiding citizen, he had followed the due process over a period of nine years in applying and being issued all requisite licenses and permissions.

The revocation of the stop work order vindicates the fact that the allegations of ‘unauthorised construction’ made against him were far from the truth and devoid of any merit, said Tahilani.

In August the panchayat received five complaints for various violations such illegal hill cutting, destruction of forest and natural cover and illegal construction in No Development Zone (NDZ). The complainants had demanded to suspend the technical clearance order and construction licence for construction of residential house and staff quarters in survey number 292/1-L-7 of Village Salvador-do-Mundo.
