PANJIM: The Goa Police are making yet another attempt to draft a new Goa Police Bill. A four member team headed by the Deputy Inspector General (DIG) has been assigned the task to prepare the draft bill which has not seen the light of the day for the past 27 years.
O Heraldo in its Review had highlighted that even after several attempts and order by the Supreme Court, the State had lagged behind in formulating a Goa Police Act. The bill will be drafted on the lines of the Model Police Act of the Ministry of Home Affairs (MHA) which will be subjected to the State cabinet’s approval.
IGP Ombir Singh Bishnoi said, “The process of drafting the new bill will take some time to complete.”
It is surprising to note that earlier the Goa Police bill was drafted three times in 2009, 2012 and in 2014, but could not be passed and subsequently lapsed.
Chief Minister Pramod Sawant during the Budget Session had announced that the government has initiated the process of drafting the new Goa Police Bill, 2023 in line with the Model Police Act prepared by MHA, New Delhi.
The Model Police Act seeks to cover the entire field of police administration. It is self-sufficient in nature and does not draw any support from the other substantive law for the purpose of administration. It is an act in the right direction, which can be a good alternative to the archaic old Act which governs the policing system in the State.
