Goa government seeks applications for the first waste deposit refund system in India

Notified on September 3, the initiative is a first for the nation as it attempts to incentivize consumers to return packaging materials, such as glass, plastic, and metal, in exchange for a financial reward.
For plastic and metal containers, the cash incentive is Rs 5, and for glass bottles, it is Rs 10.

Metal cans, plastic drinkware, glass bottles, and other liquor packaging will be the DRS's primary initial focus.It will extend to tetra, multi-layered packaging, and glass bottles that aren't for alcohol in its second phase. Dairy and baby formula packaging will be exempted, with the exception for glass and plastic bottles used for dairy products. The Goa Coastal and Environment Management Society has released an EOI inviting qualified candidates to submit proposals for the position of "system operator," which will oversee and carry out the DRS throughout the state.

The main goals of the program are to reduce landfill waste, increase the recovery and recycling of non-biodegradable pack aging, formalize the informal waste collection industry, and create job opportunities. It also seeks to supplement the current programs for recycling. The system operator will be responsible for creating a network of collection locations, supplying infrastructure and labor, creating digital tools to track returns, and making sure that the material that is collected is recycled or used again. Campaigns for public awareness will also be a major duty. There is a five-year extension option after the initial ten-year term.

Reverse collection fees (RCF) paid by importers and producers, proceeds from the sale of material collected, and unused deposits are additional sources through which the system operator is expected to generate revenue. Approximately 226.87 tons of solid waste are produced daily in Goa. By lowering litter and increasing recycling rates, the DRS seeks to assist the state in realizing its long-term objective of zero waste and zero landfill status. By October 7, 2024, the government wants proposals from interested agencies.
