Benaulim MLA Venzy Viegas said that powers and revenue of the village panchayats were being usurped by the Investment Promotion Board. Vijai said the IPB Bill was seeking to violate democracy, constitution and was an attempt towards unplanned development. People are not opposing all projects, people are opposing ecologically damaging projects, Vijai said.
