The three-member commission chaired by former bureaucrat D A Hawaldar was constituted in January 2022. The report recommends how taxes, tolls and fees collected by the State government should be distributed between the State and local bodies. The report includes a five-year plan for 2024 to 2029.

In February this year, the report was submitted to Governor P S Sreedharan Pillai.

The report contained financial as well as non-financial recommendations with regard to village panchayats, municipal councils and Zilla Panchayats (ZPs) for 2024-29.

After almost 12 years, in January 2022, the State government had constituted the 3rd State Finance Commission under former retired Secretary (Finance) Daulat Hawaldar, IAS. The formation of the 3rd State Finance Commission was pending since 2009-10 after the term of Second State Finance Commission headed by IAS officer (late) Alban Couto ended in 2010.
