Why do civic bodies allow illegalities and act later?

Recently illegal shops and sheds on the roadside at Karaswada, Mapusa were demolished by the city fathers as they were creating nuisance in the road widening area. According to municipality, notices were issued to shop owners for their illegal constructions. However the municipality with police personnel and the electricity department officials took the initiative to demolish the shops along roadside in the name of road widening. The million dollar question is why does the municipality initially allow people to do constructions by the road side by investing so much money?

Illegal structures should be prevented beforehand and not axed after their completion as it is a loss to both municipality and the owners. During demolition, many shopkeepers sustained losses as they could not shift their wares from their premises but those who managed to get a stay order from the court could save their goods. The civic body henceforth should take action during the initial stage of construction and not later.
