Activist wants transparency in functioning of Old Goa panchayat

MARGAO: Ahead of the upcoming decennial Exposition of St Francis Xavier, residents of Old Goa have raised demands concerning the governance of the Old Goa panchayat. Locals are urging the government to ensure transparency and integrity in the functioning of the village panchayat, especially given the influx of funds expected for the event, which is set to attract pilgrims and tourists alike.

In a letter addressed to the Director of Panchayat, Glean Cabral, a resident of Old Goa and activist fighting to preserve the heritage of the village, expressed strong objections against the recent appointment of Subodh Prabhu as the Secretary to the local village Panchayat. Cabral highlighted that Prabhu has been previously charged under the Prevention of Corruption Act and by the Lokayukta for alleged wrongdoings in his former roles at various village panchayats. Cabral attached newspaper cuttings from 2012 onwards to substantiate his claims and stressed that Prabhu's controversial appointment raises concerns about potential misappropriation of funds meant for the Exposition.

Cabral also pointed out that the frequent transfer of secretaries—three within the past two years—suggests questionable governance practices. He appealed for the immediate removal of Prabhu to maintain the sanctity and efficiency of the panchayat's operations. Copies of the letter were sent to the Panchayat Minister and the Exposition Secretariat, calling for prompt action.
