MARGAO: In a severe castigation of failure to decentralize democracy in Goa, the outgoing Upadhyaksha of South Goa Zilla Panchayat Khushali Jorgo Velip who laid down office on Wednesday, saying that though now money was given to ZPs, no powers had been given.

I feel Ministers and MLAs are scared if we do good work we will become MLAs. Even sarpanchas are given more powers. They call them, but they don’t remember us. We have no powers, we have no rights.
