PANJIM: Senior citizens of a residential colony had pleaded before the Goa Human Rights Commission to allow that Narkasur music be played far from their complex. Youth however have pleaded that they be allowed to play the music since it is only once a year and they have spent so much time and money into making the giant effigies ahead of Diwali. We asked people about their views on the issue of loud music during Narkasur celebrations.
We have been given time till midnight to play music. We have to control the music if it troubles anyone. Other people should not suffer. Our youth should play the music at a lower volume and not allow people to suffer. Festivals have to be celebrated because the youth put in so much hard work. They have so much enthusiasm. The two issues --trouble caused to the public and the enthusiasm of the youth has to be balanced. The elderly in the area should not suffer. We have to understand each other and celebrate festivals.

We approached the Goa Human Rights Commission on Tuesday. According to the rules and regulations pointed to us, if anyone is facing trouble, we went to the Commission. The Commission heard us and we agreed to play the sound as per the permissible decibels. Till this time there was never a complaint. Thursday is Diwali and this is a type of celebration all over Goa. Many people are enthusiastic to take part in the celebrations. The event has to happen as per the restrictions. I have been a resident of Kamat Arcade for the last 20 years, but this has happened for the first time.

Three years ago we brought a big sound system from Belgaum. When we played music through that sound system, the senior citizens got disturbed. So we used smaller speakers. From that time we play music on small speakers, so that no one gets disturbed. So we maintain the permissible decibels so that no one is disturbed. So now for so many years there have been no complaints from the neighbours. We have taken the necessary precautions since then.
